THE RICHMOND MODELING FLYING CLUB
CONSTITUTION AND BY-LAWS

ARTICLE I - NAME

The name of this club shall be the Richmond Modeling Flying Club, Inc. Hereinafter called the R.M.F.C. or the club.



ARTICLE II - PURPOSE

The objective of this club shall be to promote model building and flying in Richmond County and to aid, insofar as possible, the National program of the Academy of Model Aeronautics and its model activities, looking toward the continual advancement of model aviation in all its phases in the United States. All special or local enterprises of the R.M.F.C., shall conform to the policies of the A.M.A. and to its regulations governing model aircraft flying and competitions.



ARTICLE III - MEMBERSHIP

A member shall be defined as anyone whose dues are current and holds an active A.M.A. card. It shall be the duty of members in good standing to attend all meetings in support of the R.M.F.C. and their fellow members. It shall further be the requirement of members to regularly support the R.M.F.C. in all its activities, particularly at club flight competitions.



ARTICLE IV - ADMINISTRATION

SECTION ONE - OFFICERS:

The Officers of the R.M.F.C. shall be as follows:
PRESIDENT
VICE PRESIDENT
SECRETARY
TREASURER

SECTION TWO - DUTIES:

1. PRESIDENT - The President shall preside at all club meetings. Act as spokesman for the club in all matters pertaining to club business. He shall appoint committees as outlined in this constitution under Committees. He shall be responsible for all club property.

2. VICE PRESIDENT - The Vice President shall act in all matters for the President in his absence. He shall be responsible for all club publicity and notify local newspapers and T.V. stations if necessary of meeting news or club functions. He will co-ordinate all fund raising activities.

3. SECRETARY - The Secretary shall be responsible for keeping current minutes of all club meetings in a suitable book available to all members upon reasonable notice; Handle all club correspondence; maintain club membership roster; greet new members with a MEMBER PACKET consisting of:

a. Constitution & By-Laws
b. Field Flying & Safety Rules
c. Pilots Training Program

4. TREASURER - The Treasurer shall collect all dues and other monies accruing to the club. At least once monthly he will render an accurate account of collections, disbursements and the present treasury balance and assets to the membership. He is also responsible for the entries in each members dues record and shall notify those members in arrears. The Treasurer is further authorized to receive contributions or specially obtained funds from individual or institution to be applied funds towards the operating expenses of the club. A report of any contribution(s) must be contained in the Treasurers report. All reports and records held by the Treasurer shall be open to the members upon written request.

SECTION THREE - TERM OF OFFICE:

All officers of the R.M.F.C., shall serve for one year from the date of the election. The official term of office shall commence with the meeting of the elections and will end with the meeting of the next election. Officers of the club may be re-elected.



ARTICLE V - ELECTIVE PROCESS

SECTION ONE - NOMINATIONS:

The election of officers shall be held annually at the first meeting in November of each year. Candidates for office must be a senior member in good standing, selected by a nomination committee appointed by the President at least one month prior to the nomination date, or nominated from the floor following the report of the committee.

SECTION TWO - ELECTION:

The election of officers shall be conducted by a closed ballot of the majority of a quorum of members in attendance by the chairperson of the nomination committee.

SECTION THREE - WHO MAY BE ELECTED:

Only senior members in good standing may be elected to office.

See Article XII (Voting)



ARTICLE VI - VACANCIES

Vacancy in any office shall be filled by appointment of any member in good standing by the Board of Directors. Said appointee will serve until the next annual election.



ARTICLE VII - MEMBERS

Any person may apply for membership after complying with the following:

1. Agree that if accepted he would pay an initiation fee and all fees and dues for the remaining years.

2. Meet the qualifications prescribed by this club and by the A.M.A., and hold an individual license issued by the A.M.A.

3. Any prospective member and members must attest to the fact that he has read this Constitution and its By-Laws; also, the Field Rules and Safety Regulations, and will abide by them. The Secretary will make these papers available to him.



ARTICLE VIII - MEMBER, DEFINED

SECTION ONE - JUNIOR MEMBER:

Junior Member refers to any member 18 years of age or younger.

SECTION TWO - SENIOR MEMBER:

Senior Member refers to any member 19 years of age or older.



ARTICLE IX - INITIATION FEES AND DUES

SECTION ONE - INITIATION FEES:

1. As a Senior Member an initiation fee of $50.00 (Fifty Dollars) shall be required before acceptance.

2. As a Junior Member an initiation fee will be wavered.

SECTION TWO: CLUB DUES.

1. A Senior Member must pay yearly dues of $60.00 (Sixty Dollars). The membership Dues of the club is due by January 1st, of the current year. If paid at the January meeting, the dues will be accepted in full with a discount of $10.00 (Ten Dollars). After the January meeting dues will be accepted monthly.

2. A Junior Members dues will be wavered. However, at age 19 the Junior Member will be accepted as a Senior Member, and be required to pay full dues. His/her initiation fee will continue to be wavered.

3. It will be the obligation of each member to secure his/her own A.M.A. license at no cost to the R.M.F.C.

4. Dues are waived for all officers, the club newsletter editor, the club librarian, the club web master, and the raffle guy.

5. Senior citizens. Those members who have reached their 65th Birthday will be entitled to a 20% discount of a one time fee of $50.00 (Fifty Dollars) which will make their yearly dues $40.00 (Forty Dollars). This has to be paid by January, if not their dues will remain at the monthly fee of $5.00 (Five Dollars).

6. After a non payment of dues for a 3 month period the Treasurer will send a registered letter to the member advising him that if his dues are not paid up by the 4th month he will be dropped from the roles of the club roster.

7. It is suggested that dues be paid three months in advance for the benefit of easier bookkeeping for the Treasurer.



ARTICLE X - FEES AND ASSESSMENTS

SECTION ONE - PURPOSE:

Special fees and/or assessments may be applied on club members for any project or reason approved by the club.

SECTION TWO - PROCEDURE:

To institute a special assessment or fee, the Club must notify all members by mail or newsletter at least 7 (Seven) days in advance of the meeting at which the assessment is to be voted on.



ARTICLE XI - MEETINGS

SECTION ONE - GENERAL BUSINESS MEETING:

For the purpose of conducting club business at all regular, special or election meetings, a majority of a quorum of members consisting of 25 (Twenty Five) members including 2 (Two) officers will rule. Regular meetings will be held on the second Tuesday of every month whenever possible. Notice of regular meetings shall be announced in the Clubs newsletter in the interest of maintaining maximum attendance.

SECTION TWO - SPECIAL MEETINGS:

Special Meetings of the Club shall be at any convenient time called upon by the President or majority vote of the Board of Directors. The call must be issued at least 7 (Seven) days in advance of the date set.

SECTION THREE - ELECTION MEETING:

The annual election meeting requires that the membership be notified by mail prior to the date indicated consistent with Article V, Section One.



ARTICLE XII - VOTING

SECTION ONE - OTHER THAN ELECTIONS:

All voting may be done by a show of hands. The majority of a quorum will rule.

SECTION TWO - ELECTIONS:

All voting must be done by closed ballot during elections. See Article V, Section Two.

SECTION THREE - WHO MAY NOT VOTE:

1. Senior members not in good standing and Junior members.
2. Junior members have no voting privileges.



ARTICLE XIII - BOARD OF DIRECTORS

SECTION ONE - BOARD MEMBERS:

a) The Board of Officers
b) The Chief Instructor
c) The Field Safety Officer
d) The Contest Director
e) The Newsletter Editor
f) A past officer of the previous year or prior year if necessary

SECTION TWO - POWERS:

The Board of Directors shall rule on any infraction of the Constitution or Field Safety rules and Regulations.



ARTICLE XIV - COMMITTEES AND APPOINTMENTS

SECTION ONE - HOW FORMED:

Any committee of this club shall be brought into existence through a quorum vote of the membership during any regular special meeting. The President shall appoint these committees, as he deems necessary to carry out the business of the club. The name of the committee, its duties, and its tentative date of report shall be fixed at this time.

SECTION TWO - SUPERVISION:

Committees shall be under the supervision of a committee chairperson appointed by the President or elected by the membership following nominations from the floor.

SECTION THREE - NOMINATING COMMITTEE:

The President will appoint the nominating committee for officers.

SECTION FOUR - INSTRUCTORS:

1. Any member in good standing who is signed off and capable of flying on his own can instruct a new member or student in the art of flying.
2. It is up to the student to pick and choose whom he thinks will be good for him, both on a flying and personal basis.
3. If the person who is instructing a student feels he is ready for his final evaluation he can test him with a pattern of events such as right and left turns, figure eights, stall turns and controlling aircraft at level flight during the maneuvers. The instructor can then sign the rear of the student’s card. Two weeks after the signing, the student can ask one of the qualifiers to test him/her and sign him off for his wings.

SECTION FIVE - FINAL SIGNOFFS:

There will be 6 persons who will be eligible to sign off the student for his wings. The President will appoint these during his tenure in office. The persons who will be qualifiers shall be responsible for giving the second and final signature to student pilots prior to issuance of their wings.

SECTION SIX - FIELD SAFETY OFFICER:

The President shall appoint the Field Safety Officer. He will be responsible for overseeing safe operations at the field, field maintenance and flying guidelines as per the A.M.A. He must post flying time and field safety rules in a conspicuous place at the field.

SECTION SEVEN - CONTEST DIRECTOR:

The Contest Director shall be a voluntary position appointed by the President. He must comply with A.M.A. requirements as per the District Vice President. All Contest Director fees will be paid by the R.M.F.C. The Contest Director will co-ordinate all flying contests, be responsible for the submission of reports to the A.M.A. following any A.M.A. sanctioned competition, and be responsible for all rulings and interpretations or rulings based on the A.M.A. Official Rule Book. As representative to the A.M.A. he shall see that all club activities conform to the rulings on flying directives to the A.M.A., and that all flying activities conform to the rulings on flying safely. The Contest Director may appoint a committee of 2 (TWO) or more members to assist him.

SECTION EIGHT - NEWSLETTER EDITOR:

The Newsletter Editor shall be a voluntary position approved by the President. He shall compile articles and make the newsletter available for printing and distribution.

SECTION NINE - LIBRARIAN:

The Librarian shall be a voluntary position approved by the President.



ARTICLE XV - REGULAR BUSINESS

SECTION ONE - GENERAL:

The President shall direct all regular business affairs and enterprises conducted by the Club.

SECTION TWO - SPECIAL

The President may call a meeting of the membership at any time to submit special issues to the members as stipulated in Article XI, Section Two of this Constitution.

SECTION THREE - QUORUM:

A majority of a quorum vote shall be required for passing a legal motion, duly seconded. Twenty-Five (25) members in good standing including Two (2) officers shall constitute a quorum.
SECTION FOUR - LACK OF QUORUM:

In the event that an insufficient number of members are present to legally vote on an Amendment, expenditure in excess of $100.00 (One Hundred Dollars), a motion may be made from the floor by any Officer that a mail ballot be conducted. This motion, if seconded and approved by the majority of the members present, shall be considered a legal motion and shall be acted upon at the direction of the President.

ARTICLE XVI - AMENDMENTS

SECTION ONE - PROVISION:

This Constitution and By-Laws shall not be changed or amended except as provided for in this Article.

SECTION TWO - PROCEDURE:

To amend this Constitution and By-Laws the following procedure must be followed:

1. The proposed amendment shall be read at the Club Meeting at least one meeting prior to the one at which a vote is to be taken.
2. All members must be notified by mail at least 7 (Seven) days prior to the meeting at which a vote is to be taken.
3. To gain acceptance, the amendment must receive an affirmative vote by 75% of a quorum in attendance.



ARTICLE XVII - WITHDRAWAL

SECTION ONE - PROCEDURE:

Any member in good standing may withdraw from the Club without penalty for a minimum continuous period of 1 (One) year. Upon advance application to the Secretary, the members dues record will be checked and permission for temporary absence granted.

SECTION TWO - PRIVILEGES:

No fines, dues or assessments shall be levied on the member during this period, but all club privileges shall be suspended.

SECTION THREE - REINSTATEMENT:

The member may be reinstated in good standing as of the first of any month upon the regular payment of dues, after the mandatory minimum period of inactivity for 1 (One) year. But in no case can a member be inactive for more the 14 (Fourteen) months, unless there are mitigating circumstances approved by the Board of Directors.



ARTICLE XVIII - DISCIPLINARY ACTION

SECTION ONE - CHARGES:

Gross infraction of the Constitution, or By-Laws of R.M.F.C. or the A.M.A. or F.C.C. regulations, may result in the expulsion of a member from the Club. Charges of such behavior must be made to the Board of Directors, and the member must be notified of the presentation of these charges.

SECTION TWO - HEARING:

In any disciplinary case, the accused member shall be granted every possible opportunity to show his innocence or to present his reasons for his action.

RULES AND REGULATIONS

RULES AND REGULATIONS OF THE RICHMOND MODEL FLYING CLUB

1. Flying is restricted to Richmond Model Flying club members and their guests. All members must be in good standing with the Academy of Model Aeronautics (AMA) and have a Gateway Flying Permit. All Guests must belong to the AMA.

2. All vehicles must be parked in designated areas only.

3. Flying is not permitted before 8:00 AM Monday through Friday, 9:00 AM Saturday, 10:00 AM Sunday, and after dusk.

4. No person shall attempt to start an engine or fly a model while alone at the flying field.

5. Flying is not permitted during field maintenance operations.

6. Fliers shall not consume alcoholic beverages or drugs at the flying field or the meeting location.

7. Spectators are welcome but must remain in designated areas.

8. When finishing flying, pick up discarded rubber bands, broken props, coffee containers, etc.

9. Flight boxes and models being prepared for flight shall be restricted to the pit area.

10. All transmitters at the field shall be placed in the impound area with their antenna's collapsed.

11. No transmitter shall be removed from the impound unless the frequency is clear and the requency has been reserved with the use of a frequency number.

12. Frequency clips must display the pilot's name and frequency number.

13. All transmitter antennas must display a frequency number and frequency flag. All transmitters must display owner's name.

14. Check the frequency board to ensure that no other flyer is on your frequency prior to turning on your radio.

15. All airplanes must be identified with the owner's name and address and AMA number.

16. All models must comply with AMA safety requirements, including safety prop nuts, no metal props, knife-edge wings, etc.

17. All new models and models repaired after major damage shall be inspected for structural integrity by a qualified instructor prior to flight.

18. All radio equipment must be ground range checked before the first flight of a new or repaired model.

19. Flight time is limited to 15 minutes. Flight time may be extended if there are no other fliers waiting to fly or waiting for the frequency. A glider or ½ A aircraft may extend flight time but may not exceed 30 minutes.

20. When starting engines, set plane in cradle or put your flight box in front of it.

21. When running engines in the pits, keep bystanders away from the propeller's arc.

22. Extended running of engines for break in purposes is not permitted in the pits.

23. Do not aim prop wash at other modelers or their models.

24. All engines shall be equipped with a muffler that passes the appropriate decibel meter reading.

25. Taxiing from the pit area) to the runway is permitted.

26. Taxiing back to the the pit area is not permitted.

27. Takeoffs and landings must be made from the runway in a direction into the wind.

28. All takeoff and landing attempts shall be previously announced to the other fliers. Takeoffs are normally announced by saying "Going Up". Landing attempts are announced by saying "Coming in" or "Landing".

29. Hand launching is permitted from the grass between the flight boxes and the runway. Hand launching from the pits is not permitted. Towline launching is not permitted.

30. If a model must be carried out onto the runway for takeoff, this activity must be previously announced to the other pilots. Members using this practice must promptly clear the runway when the model is released.

31. Pilots must stand only in the marked "pilot's box". Only pilots, instructors and spotters are permitted to stand in the "pilot's box" as long as it is safe.

32. Flying over the roads, spectators, or pit area is not permitted. Flying is not permitted within the area between the runway and the pilot's boxes.

33. Low fly bys should only be attempted upwind.

34. No models should be flown above an altitude of 400 feet.

35. No person shall stand on the edge of the runway while aircraft are in flight.

36. If your engine should stop in flight, shout "DEAD STICK" to alert fellow pilots of your impending landing.

37. A landing aircraft has the right of way over an aircraft taking off.

38. A "DEAD STICK" aircraft has the right of way over all others.

39. In any case of model malfunction in the air (radio or mechanical) promptly announce the problem in a loud voice to alert others of the problem.

40. Any person wishing to enter upon the runway to retrieve a model shall previously announce their intention to the other fliers.

41. Restarting of engines on the runway is not permitted.

42. Landing on the grass between the pilot's boxes and the runway is permitted if a safe landing cannot be made on the runway and is announced to other pilots.

43. No more then four models are permitted in the air at one time. A glider or a ½ A aircraft may be added as a fifth flier.

44. When flight is completed, pilots must return their transmitters to the impound area and the frequency clip must be removed from the flight board and placed at the rear of the board or clipped to the radio's antenna.

45. No person shall attempt to fly a model without being accompanied by an instructor until he or she earns his or her wings.

46. Gasoline fueled models shall be confined to the "no smoking area" while in the pits.

47. Helicopters must be flown in the designated area next to the parking lot. A proficient helicopter pilot may fly from the runway if he or she can fly in the traffic pattern.
